Can I just cold email/call someone in HR or whoever is in charge of employee housing/wellbeing? What's the best way to introduce our services to them without being intrusive?

Considering that you are selling is service, calling and emailing is the most impersonal way to make a contact with someone. Don’t. Level up and walk in. I teach my students to go in the front door of local businesses where they are promoting their corporate housing services and ask the person at the front desk “hi can you help me?” The gate keeper is suddenly reframed to be your friend and to do a good job.
