Can I just cold email/call someone in HR or whoever is in charge of employee housing/wellbeing? What's the best way to introduce our services to them without being intrusive?

It is unclear what type of business you provide ("corporate rental business"). If you better describe the business, I'd be happy to give you some tips on how to provide them.
Good luck

Value adding advice built on analysis.
Support Rachels suggestion: Establish good content showcasing your expertise (whitepaper, video or something similar) and set up a landing page (in Mailchimp or similar tool), where you ask for registration with mail in exchange for access to your contents. Thought leadership sells.
On top of registered mails/phonenumbers, you can follow up with a call to understand, how you can help. Then you know, you talk to the right people. That will take you much longer with cold-calling.
You can support it with a segmented campaign on f.ex. Linkedin, adds on Google, if you can pay for that. Otherwise, it is just your own postings on social media or websites, where your prospects are.
Good luck - and keep in touch, if you want to talk further.

Considering that you are selling is service, calling and emailing is the most impersonal way to make a contact with someone. Don’t. Level up and walk in. I teach my students to go in the front door of local businesses where they are promoting their corporate housing services and ask the person at the front desk “hi can you help me?” The gate keeper is suddenly reframed to be your friend and to do a good job. You will tell them you don’t know if at this business you need to speak to human resources or to one of their project managers about how they handle corporate rentals and relocation assistance for their employees and projects. You will tell them you don’t know if at this business you need to speak to human resources or to one of their project managers about how they handle corporate rentals and relocation assistance for their employees and projects. Ask their help to put you in touch with the right person.
A Notably similar type of service is staffing and ManpowerGroup uses the same type of territory development approach.
