Bio
Joe Harb is a technology entrepreneur, systems architect, and repeat founder focused on building infrastructure-grade AI platforms for governments and enterprises. He is the Founder and CEO of Interactive Life, a global technology company developing integrated artificial intelligence systems across public safety, governance, financial intelligence, and human services.
He previously founded Quu, which became the industry standard for visual advertising and engagement on in-dash radio displays across North America. Under his leadership, Quu defined a new category within broadcast radio and achieved a successful exit, establishing him as a repeat founder with proven market validation.
Earlier in his career, Joe served as VP of Engineering at Who's Calling, where he led platform architecture and engineering operations through a successful exit. He also led engineering teams at Siebel Systems and subsequently directed large-scale CRM implementation initiatives at AT&T, managing enterprise deployment complexity at national scale.
Joe’s academic foundation is in civil engineering, followed by advanced graduate work in computer modeling of large-scale structural systems. He specialized in methodologies for the development and execution of complex, large-scale projects, applying structured systems thinking to both engineering and enterprise software environments.
In 2013, he founded Interactive Life to architect modular, interoperable AI systems designed for institutional environments. The company is structured into three primary divisions:
CIPHER (including CIVIX and CRISIS), focused on multi-modal threat detection and coordinated public safety command infrastructure.
INSIGHT, an AI-driven governance and data intelligence platform addressing compliance, regulatory oversight, and enterprise analytics.
Lifelink, delivering human services, healthcare engagement, and community intervention systems.
Joe leads corporate strategy, platform architecture, and international commercialization. Interactive Life is expanding across North America, Asia, Africa, and Europe, with validation in Japan’s public safety ecosystem and growing institutional partnerships.
His leadership approach integrates engineering rigor, rule-based system architecture, and operational scalability. Rather than building point solutions, he designs integrated ecosystems capable of supporting cross-agency coordination, regulatory compliance, and long-term infrastructure resilience.
Joe combines deep technical architecture with enterprise execution discipline and category-creation entrepreneurship — building globally scalable platforms positioned for institutional adoption and sustained competitive advantage.
