As a Designer and Developer, you should hire a designer first. They should start with design discovery–looking at your business goals and target users to determine how the app should visually tie back into that. Then they should work closely with you to create wireframes of the layout and content hierarchy. From there you can move into doing mockups. A good designer will also be able to prototype the animations and interactions you want your customers to experience as well.
