I HIGHLY recommend starting off with a base theme that is the closest to what you're trying to build. This is half the battle. Additionally, the theme should have tons of customization options. Qode Interactive is good for this.
Hire or team up with EXTROVERTS. OR use digital outreach methods like email, PR and advertising.
